I wish that I could locate a copy of the 1998 National Alliance's conference workshops. There would be a very sharp contrast between those workshop topics and next week's agendas for workshops! The contrast would be between issues about "managing" homelessness and next week's issues are about truly "ending" homelessness.
There may have been more, but I most vividly recall a workshop in which Tanya Tull presented "housing first" for the first time that I ever heard about it! It was a moment I have never forgotten -- thinking to myself, "darn, there IS a way out of this mess we call homelessness!"
